- Preheat your oven to 350°F (175°C). Line an 8×8 inch baking pan with parchment paper, leaving an overhang for easy removal.
- In a medium bowl, whisk together the flour, sugar, and salt.
- Cut in the softened butter using a pastry blender or your fingers until the mixture resembles coarse crumbs.
- Stir in the vanilla extract. Press this mixture firmly and evenly into the bottom of the prepared pan. This is your base layer.
- Bake the base for 15 minutes, or until lightly golden brown around the edges.
- While the base bakes, prepare the coconut filling. In a separate bowl, combine the flaked coconut and sweetened condensed milk. Mix well until the coconut is fully coated.
- Remove the base from the oven. Spread the coconut mixture evenly over the hot base layer.
- Return the pan to the oven and bake for another 12-15 minutes, until the coconut is golden brown. Watch it closely so it does not burn.
- Remove from the oven and let the bars cool completely in the pan on a wire rack. This cooling time is important for clean cutting and coating.
- Once completely cool, melt the chocolate chips in a microwave-safe bowl in 30-second intervals, stirring until smooth.
- Lift the cooled bars out of the pan using the parchment paper overhang. Cut the large slab into individual bars.
- Dip the bottom or top of each bar into the melted chocolate, or drizzle the chocolate over the top.
- Place the chocolate-dipped bars onto a clean sheet of parchment paper.
- Chill the bars in the refrigerator for at least 30 minutes, or until the chocolate is set before serving or storing.
