Instructions
- In a medium bowl, combine the heavy whipping cream, powdered sugar, and cocoa powder.
- Use an electric mixer or a whisk to beat the mixture on medium-high speed until stiff peaks form. This creates the fluffy chocolate topping.
- In a separate saucepan, gently heat the milk and vanilla extract (if using) until warm, but do not boil.
- Pour the warm milk into your serving mug.
- Spoon a generous amount of the whipped chocolate topping onto the warm milk.

Notes
